JOB CONTEXT:
Handicap International (HI) has been operating in Myanmar in the wake of the Cyclone Nargis, from October 2008 to December 2009. In addition to basic needs providing, it supported two regional disability centers in Delta State and other livelihood activities. Before being registered with the Ministry of Social Welfare, HI faced difficulties entering the country. The convention between HI and the Ministry of Social Welfare was established until end of June 2009.
There have been recent rapid developments on the political level within Burma. Multi-party parliamentary elections were held on April 2012, the result being that longtime opposition figure head Aung San Suu Kyi is now in the parliament as leader of the opposition. Many countries and entities that previously had sanctions in place (US, EU) have decided to suspend or ease the sanctions given this development. The Government has declared ceasefires with several of the armed groups with whom they have been fighting for a long time.
In January 2013, HI has decided to open a mission in Myanmar with a permanent presence of an expatriate in the country. Within the organization, the opening of the mission is led by the Mine Action Division in close collaboration with the Development Action Division. Mine Action related activities were primarily identified as a potential entry door for HI to start operating in the country. The following discussions with the national authority in charge of Mine Action – the Myanmar Peace Center (MPC) – have shown that it is premature to engage in risk education and clearance activities.
HIs’ country strategy has therefore been re-assessed in September 2013 and 4 key-thematic were identified for future actions: Inclusive disaster risk reduction; Support to civil society;Access to services, including VA and local policy-making processes &Inclusive education.
Projects documents have been drafted and partnerships with local partners (DPOs, Service Providers) have been formalized for each of the above-mentioned thematic. Proposals approbation process is ongoing.
Since its political opening in 2012, Myanmar is a very competitive humanitarian development environment. The most influent NGOs (the UK-based “majors”) are used to partner in consortia so that they secure the biggest grants for themselves.
At the same time, it is recognized by all actors (NGOs, Donors and local authorities) that there is a great need for strengthening and developing the disability sector, for which HI benefits from a good reputation. HI Myanmar’s strategy is therefore focusing on developing partnerships with NGOs and CSOs.
JOB DESCRIPTION:
The current HI’s strategy requires recruiting a Program Coordinator with a strong ability to strengthen partnerships and design projects in the field of disability, and manage implementation of newly started projects.
Under the supervision of the Country Director, as Program Coordinator, you will be initially mainly dedicated to projects design in close cooperation with HI’s CSO partners with whom HI has recently passed general partnership agreements. In parallel, You will supervise the new projects implementation (to date, one ongoing project in the field of inclusive education). You are also responsible for the management of the project staff, so fare made of one project officer. The team is expected to grow up as new projects get funded.ing of two staff: one expat staff.
In addition, the position has a direct functional link with the Technical Resources Direction (TRD) in HI Headquarters (France). This is in order to ensure the development of HI policies, positions and approaches in the field in accordance with HI Global Strategy and mandate as well as contributing to documentation (capitalisation) and lessons learnt process at the HI international level.
JOB ENVIRONMENT:
Burma has been ruled by a military junta since 1962. The population is made of more than 130 different ethnic minorities who had been at the core of dissensions and secession attempts throughout the 20th century. Over the past years, ceasefire agreements had been signed between the government and several armed groups.
The recent move towards a more democratic regime has encouraged diplomatic dialogue and the lift of most economic sanctions. The government is in fact more open to international assistance and started to dialogue and cooperates with NGOs, civil society organizations and international stakeholders. UN agencies and INGOs have been allowed the right to entry areas previously restricted and inaccessible. In some areas of the country caution should be exercised as there is still a series of clashes between Rohingya and Rakhine communities in Rakhine State in numerous locations throughout the state, including Sittwe, the state capital.

Expériences / Formation du candidat
You have:
- Degree in Disability Studies, Inclusive Development, Public Health, Social Work or any other field relevant to the position
- At least 5 years overseas experience for an international organisation in disability field, applying a holistic approach & at least 2 years management experience of development and implementation of humanitarian programmes including representation at a senior level.
- Experience in skills transfer, capacity development, partnership management using participatory appraoaches
- Knowledge on policy, institutional strengthening and organisational capacity development
- Proven track record in community based rehabilitation and disability management in development context

Excellent English communication (spoken and written) skills, including the ability to write project proposals/reports, draft/edit a variety of written reports and communications and to articulate ideas in a clear,concise style.

EMPLOYMENT CONDITIONS:
Salary: 2150-2500€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
