JOB PURPOSE:

The Monitoring and Evaluation (M&E) Officer will contribute to the monitoring and evaluation, reporting, quality assurance, documentation and dissemination of learning from Concern Worldwides’ programmes in Manono Territory of Katanga Province, DRC. Concern is currently implementing WASH and Livelihoods development programmes, funded by DfID and Irish Aid, respectively, and an ECHO-funded emergency programme in Manono. The M&E Officer will also occasionally participate in more general programme activities, especially those related to the WASH Consortium programme, such as workshops at the provincial or national level. S/he will also liaise with the WASH Consortium Programme Quality Coordinator based in Kinshasa and with counterparts of WASH Consortium members operating within Katanga province; namely ACTED and Solidarités International. Overall the M&E officer will provide planned & timely support to effectively demonstrate programme progress and achievements through effective results based management.

MAIN DUTIES & RESPONSIBILITIES

• Provide M&E technical support and evidence-based recommendations to the WASH and Livelihoods Programme teams to support the development and effective delivery of programmes.
• Ensure that implementation of field activities adheres to Concern Worldwide and programme/donor specific monitoring and evaluation guidelines.
• Contribute to institutional learning and evidence-based programme adaptation through active participation in Concern’s results-based management processes.
• Lead baseline surveys, Knowledge, Attitude and Practices (KAP) and endline surveys, including analysis of results, dissemination of results/learning and preparation of reports.
• Capacity building of programme teams in project cycle management focusing on M&E.
• Actively participate in programme planning and implementation, proposal development and budgeting, ensuring the integration of Concern Accountability and Humanitarian Accountability Partnership (HAP) commitments.

SPECIFIC RESPONSIBILITIES

Monitoring and Evaluation

Ÿ   Support Programme Managers and their teams to develop monitoring plans that capture quantitative and qualitative data to facilitate quality reporting on log frame performance indicators.

• Develop baseline data for each project, and support Project Officers with sampling techniques as well as disaggregation of vulnerable populations.
• Assist Programme Managers to organise and facilitate regular programme monitoring reviews, including leading on peer reviews, in line with Project Log frames and M&E frameworks.
• In conjunction with the Programme Managers, ensure programme learning is fed into results-based management processes, with a specific focus on documenting technical innovations, piloted technologies and programme adaptations.
• Conduct regular monitoring visits to project sites for on-job capacity strengthening of programme teams in M&E and to verify data.
• Support with the preparation and facilitation of internal/external programme evaluations.

Reporting

• Develop programme and operational reporting templates to facilitate the documentation of programme data, lessons learned and success stories for internal and external sharing.
• Support in the development of monthly progress and donor reports to ensure they are in line with established formats and that reported results adequately capture progress against log frame indicators.
  • Support the programme teams (WASH/Livelihoods) to prepare case studies to capture qualitative outputs of the project.
  • Develop and maintain an effective information management system for the WASH, livelihoods and emergency programme which will allow for safe storage and easy retrieval of data.

Coordination, Representation & Learning

• In conjunction with the Programme Managers, organise and coordinate lessons learned workshops/reviews of programme work plans.
• Promote cross sector monitoring, synergy and shared learning between WASH and livelihoods programmes.
• Monitor the public health situation in Manono/Katanga and flag potential risks of epidemics and other risks to public health.
• Assist the Livelihoods team to monitor the price of basic foods in Manono territory, and flag potential risk of food insecurity.
• Participate, when necessary, in inter-agency coordination and Cluster meetings to contribute to information sharing and coordination of programmes.

Capacity building and training

• Build capacity of programme teams, partners and local communities as relevant, on the logical framework, data gathering (including use of digital data gathering devices), management and analysis, monitoring and evaluation methods and principles and report writing techniques/requirements for relevant donors to ensure compliance.
• Participate in, support or lead relevant capacity building initiatives and workshops for programme teams, government partners or national organisations working in partnership with Concern.
• Provide on the job training to programme staff in Activity Planning, Monitoring and Evaluation and Information Management systems.

Other responsibilities

• Supervise 2 documentation clerks.
• Input into programmes proposals (WASH and Livelihoods), budgets and reporting processes.
• Procurement and budget disbursements for M&E related activities.
• May be required to deputise for the WASH/Livelihoods Programme Manager when necessary.
