Responsible For: Programme Support Unit (PSU) – group of technical advisers (WASH, H&N, and FIM Advisers).

Liaises With: Field Managers, Programme Accountant and Systems Manager among other key staff.

 

 

Job Purpose: To provide technical and programmatic support to the West Darfur Programme Support Unit (PSU) – group of advisers. Together, ensure enhanced programme quality and the required technical support to the field is provided in both emergency and longer term development work.

A key part of the role is to help build the capacity of key national staff. The Senior Programme Advisor will ensure national counterparts of the PSU are properly coached and mentored through actions such as jointly developing programme proposals, organizing programme assessments and surveys, as well as designing appropriate monitoring tools. The work of the Senior Programme Advisor is founded on Concern World wide’s policies and guidelines, in particular the PCMS.

 

 

Main Duties & Responsibilities:

 

  1. Programme Development:

 

  • Work together with Senior Managers in Sudan Country Programme to creating the country wide plan for new developments including strategic planning processes, Sector strategies, and Preparing for Effective Emergency Response (PEER) action plans.
  • Support the ACD Darfur in developing good quality programme proposals by providing technical support in situational analyses for programme development, reviewing secondary data relevant to the programme.
  • Conducting stakeholder consultative meetings and guiding Concern staff and partners involved in programme development process.
  • Participate in proposal writing in line with donor and Concern guidelines
  • Lead in ensuring adherence to the Concern Programme Cycle Management Systems (PCMS) approach in all programme development processes and the development of proposals
  • Support the ACD Darfur in mainstreaming Equality, Disaster Risk Response (DRR) and HIV & AIDS across the West Darfur programme. Also contribute to ensuring the integration of accountability throughout the programme and work place and the achievement of Preparing for Effective Emergency Response (PEER) action plans.

 

 

  1. Programme implementation:

 

  • Working closely with the Area Manager (AM), understand the needs of the programme areas and facilitate technical support needed by the Field teams from the PSU.
  • As a member of the West Darfur Management Team, contribute effectively to the overall programme direction in West Darfur in line with the relevant plans and policies.
  • Lead in reviewing contextual analyses and other assessments and improving on programme design and integration.
  • Continually monitor the external environment, propose adjustments to programme plans or new interventions as necessary in light of the changing external environment.
  • Encourage innovation and learning and help ensure that lessons learned are documented and shared and applied where appropriate(within and outside of Concern)
  • Support the development and review of effective annual, quarterly and monthly work plans and budgets as per the planning and budgeting cycles.
  • Ensure the development of an M&E system and tools which provide timely, accurate, disaggregated information on impact of Concern’s work in West Darfur and involve all stakeholders in their development and use.
  • Ensuring the production of good quality, accurate, timely reports both for donors and internal use.

 

  1. Management:
  • Ensure each PSU adviser keeps up of current developments in their respective areas of technical expertise by providing ongoing support, coaching and training PSU Advisors to develop their ability to deliver their technical inputs
  • Support PSU advisors in developing/reviewing new and existing strategies, tools and techniques for effective and efficient programme delivery to guide Concern Field staff and Partner staff in implementing programmes using best practices.
  • Supporting each PSU member to give their best by creating a positive and creative work environment, encouraging and praising good performance, assisting them in preventing or resolving problems, communicating a clear and exciting team vision, communicating organizational plans, changes and developments
  • Monitoring and reviewing progress by undertaking Performance Development Reviews and taking firm action in the face of poor performance.
  • Ensuring PSU Advisors are adequately trained and developed for their roles by giving attention to continuing professional development, analysing the team’s training needs, organizing and delivering training, coordinating sharing of experience for learning purposes
  • Ensuring International Advisers invest in developing the capacity and skills of national PSU Advisers and Field staff by structuring support visits to programme areas to provide on the job training and mentoring to field staff of both Concern and Implementing Partners.

 

  1. Donors:
  • Identify potential donors and carrying out research in order to understand their mission, policies, strategies, procedures and priorities.
  • Encourage PSU members to documenting share success stories and innovations in Concern’s work in Sudan with Dublin, Concern US Office, Concern UK Office and Donors following appropriate communication channels and hierarchy.
  • Coordinating and taking part in donor visits to programme areas.

 

  1. Concern Representation:
  • Participating in coordination meetings and giving formal and informal presentation about Concern’s work in West Darfur. This should be done in consultation with the ACD and CD
  • Ensuring PSU Advisors participate in sector coordination meetings and provide feedback on key discussions in such meetings to be shared with ACD and CD to feed into Federal Level Sector Coordination meetings attended by the CD and ACD based in Khartoum
  • Presenting a professional image of the organisation at all times through effective and professional communication with stakeholders, ensuring high quality of documentations that are shared with stakeholders including letters and presenting professional conduct at all times.
  • Undertaking any other related duties as may be assigned by the ACD.

 

 

PERSON SPECIFICATION

 

Education & Qualifications Required:

Essential:

  • Third Level qualification in a relevant discipline (Development Management, International Development, Rural Development, Community Development, Engineering, Agriculture, Health, Education, etc)
  • Emergency and or DRR experience

 

Desirable:

  • Post graduate qualification in project designing and management or relevant discipline

 

 

Experience Required:

Essential:

  • At least 3 years overseas experience worked with a NGO
  • Strong advisory skills in programming, and proposal development
  • Strong planning, monitoring and organizational skills with proven programme planning and emergency management and development experience as well
  • In depth knowledge and experience in budgeting, monitoring expenditure with the use of management accounts and other tools
  • Good knowledge of project cycle management, Equality, HIV and AIDS, and Mainstreaming approaches, preferably in protracted humanitarian context
  • Knowledge and experience in a range of participatory and gender sensitive approaches
  • Very strong analytically and excellent proposal and report writing skills, with close attention to detail
  • Excellent communication, networking and persuasion skills, very good mentoring and capacity building experience.

 

Desirable:

  • Experience of working in post conflict environment, particularly in Africa.
  • Previous overseas Concern experience
  • Experience of working with partners
