Emergency Field Coordinator – Dr Congo

The humanitarian needs in the eastern Democratic Republic of the Congo (DRC) are immense. Close to two million people are internally displaced and an estimated 450,000 Congolese have sought refuge in neighbouring countries. With a long history of conflict and weak governance, the majority of DRC’s population is severely impoverished and deprived of basic services and infrastructure such as roads, drinkable water, electricity, schools, education and health centres. Human rights violations are rife.

NRC is providing protection and humanitarian assistance to IDPs, refugees and returnees through an integrated approach, with its project activities ranging from emergency response (RRMP) to early recovery (RRR). NRC has worked in the DR Congo since 2001 and contributes to the improvement of living conditions for displaced through emergency response (NFI and food distributions), food security interventions, construction of shelters and schools, education, and legal aid (ICLA). Interventions are located in North Kivu (Goma, Béni) and in South Kivu (Bukavu, Baraka).

Job description

  • Ensure quality implementation of Non-Food Items (NFI) and Food interventions (cash based intervention mainly) as part of RRMP (Rapid Response of Movement to Population) and related emergency activities
  • Develop innovative approaches and technologies
  • Develop and update relevant standard operational procedures (SOP) for emergency interventions in NFI and Food sectors.
  • Ensure that programme activities are implemented in line with donor requirements and NRC procedure
  • Ensure adequate and timely responses to identified needs, in line with donor requirements
  • Monitor, evaluate and suggest changes and improvements in programme approaches and resources
  • Implement the accountability plan within all emergency activities in food and NFI
  • Ensure that project data is properly collected, centralized, analyzed
  • Training and capacity development of staff on relevant topics (cash & voucher, project cycle management)
  • Ensure adequate control mechanisms are in place and respected
  • Ensure that project systems and procedures are compliant with agreements applicable to individual grants and NRC principles and ways of working
  • Identify protection issues and advocate appropriate responses

Expérience

Qualifications

  • Minimum 4 years of experience working as a Project Manager in a humanitarian/ recovery, complex and volatile contexts
  • Experience in cash and voucher-based programming, and integration system
  • Experience in SOP systemic design approach
  • Experience in coordinating with UN organisations and donors
  • Experience in working with ECHO funded projects is a plus
  • Fluency in French and English, both written and verbal
  • Political and cultural awareness
  • Knowledge of the DR Congo context an assett
