About the role

This is an 18 month role with unaccompanied terms and conditions based in Port au Prince, Haiti with a salary of Grade 3 €32,490 – €39,723. We would like you to start as soon as possible.

 

You will report to the Programme Director and will line manage Livelihoods, Programme Manager and Local Governance/ Social Programme Manager and work closely with Systems Director, Programme Support Officer, European Union Aid Volunteers (EUAV) Urban Resilience Officer and Quality Assurance Officer, Finance Officers and Logistics Officers.

Your purpose: This is an exciting opportunity to lead in the implementation of an innovative and dynamic Urban Programme, funded under Irish Aid Programme Funding (IAPF). The urban programme based in City Soleil will respond to the multi-sectorial needs and challenges in an area of Port au Prince that has faced increasing economic, social and climatic risks. You will have oversight of a dynamic team, and lead the urban planning process, community engagement, livelihoods and DRR activities of this new programme commencing in early 2017.

You will be responsible for:

Programme implementation:

  • Ensure an enabling and innovative environment between implementing partners and programme stakeholders through leadership, effective coordination and communication
  • Ensure participation of the community in the implementation of programme through appropriate mechanisms.
  • Coordinate and manage the annual planning, implementation, monitoring and evaluation to foster performance and quality control activities of the IAPF programme
  • Identify technical support needs and manage the provision of technical support from the internal Strategy, Advocacy & Learning (SAL) programme team and external consultants
  • Identify, document and share programme achievements with programme stakeholders
  • Actively participate in relevant working groups or interagency fora (with the Programme Director) to coordinate programme activities and share learning
  • Ensure the programme addresses cross cutting issues (HIV & AIDS mainstreaming, Gender, DRR and advocacy) in planning, implementing and reporting]
  • Ensure Concern’s purpose, values and the programme objectives are communicated amongst line managed staff to foster understanding, ownership and the organisational culture
  • Coordinate and produce clear and concise reports, results frameworks using the IAPF templates
  • Support in the development of new funding proposals as required
  • Continually track safety and security situation in Cite Soleil and surrounding neighbourhoods
  • Coordinate with other organisations in the same location to ensure timelines, packages and conditions are agreed to minimise problems and security issues and enhance coordination of interventions.

 

 

 

Programme Management:

  • Revise programme operational plans based on plan submitted to donors and according to best practice.
  • Manage the implementation of the planning, monitoring and evaluation plan
  • Identify, select, develop and manage an appropriate portfolio of partners to achieve the IAPF objectives encompassing all outcomes
  • Manage the partner relationships, including resourcing, capacity development, risk assessment and management tool (CLOSAT)
  • Promote structured opportunities to encourage project learning, and ensure external evaluations, reviews are undertaken as appropriate. Ensure recommendations are implemented and learning is shared within the wider organisation
  • Ensure that development-oriented approaches including participatory development, capacity building and sustainable methodologies are adopted in implementing the programme.

Staff Management:

  • Line manage and support two technical advisors and two project officers ensuring that there is a clearly defined structure and reporting mechanisms for each team member.
  • Agree clear performance objectives for all direct reports in Performance Development Reviews, and ensuring all team members have appropriately set objectives, and that performance reviews are undertaken in a timely manner.
  • Ensure that all programme staff are managed in accordance with Concern’s policies and procedures and ensure that all staff fully understand, and are committed to, the organization and the programme’s mission, vision, values and strategic aims.

 

Financial management:

  • Develop accurate annual budgets and budget revisions for the IAPF programme and ensure they meet the needs, resources and activities of each programme
  • Ensuring the provision of such materials, supplies, equipment, vehicles and properties as are necessary for achieving plans (revising plans if resources are not available).
  • Ensuring that the financial implications of plans are fully considered and reflected in the annual budgets
  • Ensuring that Concern’s policies for the monitoring and control of physical and financial resources are followed by all staff at all times

 

Networking

  • Meet regularly with the Mayor’s office in Cite Soleil to coordinate programme activities
  • Organise and chair the quarterly Monitoring and Evaluation Group (with the Programme Director, Programme team and other selected stakeholders)
  • Ensure the interface with the Haitian Government services providers (DINEPA, MAYORS, POLICE etc.) to ensure coordinated programme delivery and guaranty the sustainability and the extension of their services to Cite Soleil,
  • Represent Concern at coordination meetings such as the ‘sectorial table’, and working groups.

 

Monitoring & Evaluation

  • Ensure all staff are trained in M&E methodologies and that they understand their roles and responsibilities.
  • Ensure that the information regarding the project activities particularly beneficiaries are regularly captured, kept and analysed according to the established M&R Plan
  • Organize regular coordination and feedback meetings with the community stakeholders and beneficiaries

 

Core Humanitarian Standards (CHS):

  • Designing and implementing a programme communication plan
  • Implementing and monitoring a programme specific complaints and response mechanism
  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.
  • Undertake any other relevant duties as may be assigned by the CD/DP or their designate.
