CONTEXT OF THE MISSION
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing physical and functional rehabilitation care to war affected people (including through the donation of assistive devices). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission is preparing the provision of Prosthesis and Orthosis, Risk education and is working on developing Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission. Geographical extension is as well envisioned.
DESCRIPTION OF THE POSITION
HI signed in November 2017 a MoU with IOM who is leading a consortium of 4 Ingos. In addition to inclusion and PSS activities, the project includes MRE activities:
- Mapping and coordination with MRE actors, including YEMAC, the Yemen Executive Mine Action Center.
- Design and conduct a Training of Trainers (ToT) related to MRE for key members of the consortium who will then cascade the training to their staffs.
- Design and implement Quality management of delivered ToT
- Design and dissemination of IEC materials according to HI quality standard ( HI protocol) and in coordination with the MRE Working Group which includes the national authority ( YEMAC).
- Design and conduct a one day safety briefing for humanitarian actors designed for managers.
In this context, under the line management of the Technical Unit Coordinator, the TC MRE will be in charge of:
In relation to the IOM Consortium project :
- Provide regular technical guidance and support to HI’s staffs related to MRE
- Contribute to the recruitment, inception and training of MRE field staff
- Perform frequent field visits for technical supervision, on-the-job training and quality assurance
- Contribute to the design and update of training courses and packages, MRE materials based on generic tools and tailored to the existing environment
- Support, or implement, the various ToT to be conducted
- Contribute to internal and external reporting

SPECIFICITIES
A significant part of the work (between 50% and 70%) is done remotely from Amman where HI has a coordination office.
PROFILE SOUGHT
• At least 6 years of professional experience
• At least 3 years of field professional experience in humanitarian mine action (RE, Non Technical Survey…)
• Professional experience in training and coaching field teams on the job is mandatory
• Professional experience with IEDs is a strong asset
• A bachelor degree and/or a Master’s degree is a strong asset
• Previous experience in the design and implementation of risk education activities is mandatory.
• Previous experience in the Middle East is a strong asset
• Experience in Geographic Information Systems (GIS) and creation of maps is an asset.
• Previous work experience with HI is an asset
• Strong communication skills
• Strong interpersonal and intercultural skills
• Ability to work under high pressure and without constant supervision
• High level of motivation and proactivity
• Strong writing and reporting skills
• English mandatory (oral and written), Arabic is a strong asset
• General computer skills (use of MS Office package, Internet, Skype).
CONDITIONS OF EMPLOYMENT
• Starting date: 01/05/2018
• Length of the contract: 1 year
• Salary from 2800 € (gross)/month depending on experience
• Perdiem: Sanaa: 550 €(net) & Amman: 596 €(net)
• Hardship: Sanaa: 500 €(net), for every 28 consecutive days spent in the country
