Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 20 countries – in Africa, Asia, Middle East, Eastern Europe and France.
Humanitarian situation and needs:
The worsening of the security situation in Syria over the past 5 years has led to massive population displacement inside and outside Syria. UN Agencies estimate that the number of internally displaced is now reaching 6.5 million (OCHA, 2015), and 4.2 million of people are registered as refugee by the UNHCR in the neighbouring countries (Lebanon, Jordan, Turkey, Egypt, Iraq).
The Syrian economy has been severely affected by the crisis and is expected to continue to decline. Productive sectors have almost come to a standstill due to insecurity in agricultural as well as industrial areas. Disrupted transport links, electricity and fuel recurrent shortages make worse the daily life of Syrian people. Security issues as well as access to the field remain a huge concern to carry out humanitarian project supporting the conflict-affected Syrian families.
Urgent humanitarian assistance is required in terms of health, food, NFIs, shelter, WaSH, education and livelihoods in order to improve the living conditions of the estimated 13.5 million people in need in Syria (OCHA, 2015). The Syrian Arab Red Crescent (SARC), RC/RC movement, UN Agencies, national NGOs and few INGOs are providing relief to the crisis-affected Syrian population all over the 14 Governorates.
Our action in the field:
The current operational strategy for Premiere Urgence Internationale (PUI) in Syria is to alleviate the human suffering of the Syrian people in Syria by delivering sound, needs-based humanitarian assistance, while promoting a life-sustaining response. PUI’s positioning on NFI, shelter, education, health, livelihoods, and WASH sectors remain a priority.
As part of our activities in Syria, we are looking for a Deputy Head of mission for programs
The Deputy Head of Mission for programs ensures the effective, efficient implementation of all activities from a comprehensive project cycle management perspective (identification of needs, proposal making, planning, implementation, monitoring, reporting and communication). He/She supports the HoM in representation activities linked to programs
Programs: He/She ensures the operational aspects of programmes are put into practice properly. Monitores objectives, respecting due dates for reporting (monthly Sitreps/ program progress reports), budgetary provisions.
Evaluation / Strategy: He/She contributes to the operational strategy writing in coordination with the HoM. He/she suggests new operations / assessment according to identified needs in direct coordination with the department coordinators. He/She suggests new interventions in terms of sectors / areas and set-up the initial implementation strategy.
Operational developpement: Coordinate the operationnal Strategy writing process and update. Sugest new interventions in terms of sectors / areas and set-up the initial implementation strategy.
Human resources: He/She manages the programmes team in direct supervision of the coordinators (defining objectives, monitoring) and supports them in the operational / programmatic management of their teams.
Representation: By delegation from the Head of Mission, he/she ensures and coordinates PU-I’s sectorial representation at national level among partners, donors and different authorities for new interventions and new areas of intervention.
Coordination: He/She ensures the effective operational interaction between the senior management team, the technical coordination team and the field teams. He/She ensures the field supervision for the projects implemented in Syria and liaises closely with the Deputy Head of Mission for Quality and Development.
Global Quality Management: He/She coordinates, computerizes, maintains and constantly improves the Assessment, Monitoring and Evaluation (AME) processes and activities. He/She ensures the support to the field teams in the use of the M&E tools. He/She improves / develops the existing M&E tools.
Grant management: She/He ensures that grant proposals, donors’ reports and internal reports are timely and of a high quality.
