RESPONSIBILITIES:

The Program Manager is responsible for implementing and achieving the objectives defined in the operation proposals in IDPs camps and affected surrounding villages in PaukTaw Township.

(S)he is responsible for overseeing operational teams assigned to the program.

(S)he guarantees the good performance and the quality of the implemented activities, and, where appropriate, proposes adjustments or developments to ensure relevance.

(S)he might be required to support for emergency interventions in any other township.

Specific context of the post:

The PM will work under the supervision of the Field Coordinator. She/he will primarily be in charge of quality and timely implementation of the project in 2 areas in Pauktaw finishing in August 2015 (extension yet to be signed with ECHO). The main tasks at his/her arrival will be to ensure training of staff in the areas of intervention, and in relation with the WASH Coordinator define, launch and follow up the activities relevant to each area. This position is a field position and requires a long attendance in remote areas with difficult access and strong logistics constrains (with daily boat trips) The PM will also have an important task on capacity building of local staff as well as communities on resources and installations management.

How the mission is organized

SI currently has a coordination base in Yangon and 4 bases with one in Rakhine State, one in Dry Zone, one in Chin State and one Kachin State, plus one sub-base.

In Sittwe, there is a Field Coordinator (FCO) and three WASH PMs, one for Sittwe, one for Rathedaung and on for Pauktaw

PROFILE

Education:Academic and practical knowledge of water, sanitation and hygiene is essential (Bioforce RPEHA or Master degree). Advanced degree on community development, public health or civil engineering could be acceptable.

Experience: This is a middle management role. Minimum of 2 years of relevant international WASH experience, preferably in emergency or humanitarian contexts; experience in complex ethnic and/or religious contexts or sensitive environments essential (conflict, post-conflict, intra-communal tension); Previous experience in challenging IDP/refugee camps is preferred . A previous experience with SI as PM is an asset.

Technical skills and knowledge: Good technical WASH knowledge especially for emergency water supply is required. A previous experience with large-scale sludge treatment is an asset. A good knowledge of community engagement and participatory methods for hygiene promotion (PHAST, CLTS) is preferred to this position.

Transferable skills:Patience,diplomacy, tact and sensitivity in dealing with ethnic division in tense environments and capacity to analyze and report on security situation; good social skills to work as part of a large team and live in shared accommodation. Capacity to work in remote areas with difficult access implying trips over the day as no overnight stay is possible.

Languages:Good level of English essential, Rakhine/Burmese desirable though not required.

Other desirable qualities:Myanmar, or at least South-east Asia, experience preferred.

LIVING CONDITIONS:The living conditions in Sittwe are good. Sittwe is the capital of the State and has electricity over 90% of the time. The post holder will be leaving in the SI Guest House, with all required amenities (hot water, almost 24 hours electricity, etc.). The security situation in Sittwe is safe though still fragile, and no major issues with the communities arise. Leisure activities are possible. She/he will be expected to visit the camps in Pauktaw T/S which are between 20 minutes and 1.5 hour by boat, about 40% of the time (certainly more in May-June). Overnight in the field location is not possible at that time.

CONDITIONS

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

– Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

– Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
