For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

The current focus in Kachin is a comprehensive Harm Reduction programme aiming at increasing access to HIV prevention and care services for drug users. The programme is implemented in 3 main sites (Myitkyina, Moegaung, Hopin) and 2 sub-sites (Dum Gan, Namti). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for PLHIV (STI, OI, TB and ARV).

Programming is implemented in a highly sensitive and constrained political environment.

TASKS AND RESPONSIBILITIES:

The Field Coordinator supervises and coordinates the Harm Reduction programme implemented by MdM team in Kachin State. He/she guarantees the relevance of programmes and compliance with MdM objectives.
The post holder will perform her/his tasks and responsibilities under the direct supervision of the Programme Coordinator who is based in Yangon.

The Field Coordinator directly manages 3 project managers, 1 Harm Reduction Officer, 1 field administrator and 1 field logistician. He/she oversees management of approximately 130 national staff, 60 Peer Educators and a budget of 1,000,000 Euro per annum.
As the field coordinator, you are in charge of

1/ PROGRAMME COORDINATION
Planning, implementation, monitoring and evaluation of the Harm Reduction programme in Kachin State.
Ensurig the compliance of medical and prevention activities with MdM strategy, principles and guidelines, in liaison with the Medical Coordinator and the Programme Coordinator in Yangon.
Ensuring good coordination between the logistics, administrative and programme departments in Kachin, for a smooth implementation of all activitie
You are part of the country coordination team, and as such, plays an active role in the MDM Myanmar strategy and programme design, in designing and implementing management procedures and decisions, and in relaying national coordination decisions and information to Kachin team.

2/ TEAM MANAGEMENT
Defining the general organization of the HIV sites and teams, manages and supervises the Kachin Coordination Team (project managers, technical officers, admin and logistic officers) and ultimately takes final management decisions for Kachin staff.
Ensuring smooth communication between team members (newcomers’ integration, debriefing, etc.) while looking after the general atmosphere of sites and working relations within teams.
You may be called upon to conduct conflict management duties in the office.

3/ LOGISTICS SUPERVISION
You line manage the Kachin Logistics Officer, who receives technical back up from the Logistics Coordinator in Yangon.
You maintain high quality supply chain management, to ensure that programme needs are met in compliance with donor and MdM regulations.

4/ ADMINISTRATIVE AND FINANCE SUPERVISION
You line manage the Kachin Field Administrator, who receives technical back up from the HR/Administrative Coordinator and Finance Coordinator in Yangon, to ensure compliance with donor procedures and the national administrative and legal regulations.
You guarantee transparency of fund use and all programmatic expenditure.
You give approval for expenses, based on donor procedures and MdM internal guidelines.
You participate in the design of new budget proposals for donors, preparation of annual budgets and monthly budget follow up analysis.
You oversee compliance with and respect for agreements and contracts.

5/ RELATIONS WITH GOVERNMENT, DONORS AND NGOs
You represent MdM in Kachin State, and works in close coordination with senior national staff and coordinators to ensure consistent and relevant MdM representation.
You inform the team of MDM official positioning, ensures programme visibility and consistency between MdM global and local positions.
You carry out frequent advocacy activities (participation in meetings, networking, supervision of advocacy activities led by local staff, etc.) to build and maintain a supportive environment for MdM programmes in Kachin, in close collaboration with the coordinators.
You represent MdM with local donors and plays a lead role in organising donor visits in Kachin.

6/ SECURITY RULES IMPLEMENTATION
You are responsible for the safety and security of MdM teams, sites and assets in Kachin State.
You regularly conduct analysis of the context and security conditions, with a view to shape and adapt safety and security rules with the approval of his/her line manager.
You ensure the implementation of security rules and procedures, including providing briefings about safety and security when required.

7/ REPORTING and COMMUNICATION
You are responsible for regular reporting (monthly written report and informal reports when necessary) on the Harm Reduction activities implemented in Kachin state to his/her line manager; you ensure that all Kachin sites submit reports in a timely and qualified manner.
You supervise the drafting of donor reports for activities implemented in Kachin, and of narrative, financial, intermediary and final reports, make sure that they are written in line with donor requirements.
You relay relevant information from Myanmar Coordination Team to Kachin teams, organises consultations and provide feedback when required.

REQUIRED SKILLS
Successful previous experience(s) in programme management within an International NGO (100+ national staff; multiple programmes; approx. 1,000,000 EUR budget/year)
Strong interest in Harm Reduction
Fluent in English (both oral and written)
Diplomatic skills and ability to represent MdM (the political environment is complex and the position requires advocacy efforts at local government level).

DESIRABLE SKILLS:
Previous experience in Harm Reduction
Degree in public health
Familiarity with work in an emergency context
Knowledge and understanding of South East Asia
