We are looking for a highly qualified and dynamic Livelihoods and Cash Programme Manager for DRC Iraq based in Erbil, Kurdistan to manage DRC livelihoods and cash related projects funded by UNHCR, UNDP and BPRM and lead the Livelihoods Sector where DRC is one of the main actors.

Who are we?

DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has seven project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, oPt and a country/regional office in Amman, Jordan. The Danish Refugee Council (DRC) started working Iraq in 2003 and currently has operational offices in 4 governorates included two in the Kurdish Region of Iraq (KRI); involving around 125 national staff and 11 international staff. The Iraq project has developed over the last years from a project focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood (Early Economic Recovery), Camp Management, Shelter, Education/WASH and Capacity Building.

About the job

The Livelihoods Programme Manager (LPM) will have the overall responsibility for the management, programming, implementation, fundraising and continued development of the DRC Livelihoods Project the direct supervision of the Head of Programme (HoP) based in Erbil. DRC is co-chairing the livelihoods sector working group (LWG), the LPM will be responsible to represent DRC in the LWG.

Duties and Responsibilities

- Overall day to day management of the livelihood projects and direct manager for staff members. This includes coaching, ensuring co-ordination between staff, and various geographical areas, recruiting, and staff capacity building.

- Enhance the quality of livelihood programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, and innovation, etc.

- Contribute and manage if requested the overall cash distribution strategy and projects for Syrian refugees and Iraqi IDPs.

- Be a driving force for the development of DRC livelihood sector within the DRC project objectives.

- Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place under the supervision of the HoP.

- Organized all project studies and research; including recruitment of technical consultants, contracting and follow-up with their works.

- Follow and improve or modify if necessary the beneficiary vulnerability criteria and manage selection procedures.

- Management of programme indicators for monitoring and evaluation of project achievements against targets and providing detailed reporting to management, partners and donors in coordination with the Grants Manager.

- Identification and development of partnerships with organizations, training institutions for trainings around small business development, micro-credit, financial planning etc and on inclusive approaches.

- Co-chair the Livelihoods sector working group, increasing DRC visibility and implication within the livelihoods counterparts, other humanitarian organizations, local actors and within government structures.

About you

To be successful in this role you must have:

Required qualifications

a) Minimum 5 years of livelihood/Economic Recovery programming (including 3 years overseas in complex emergencies)

b) Relevant university degree (Masters in the relevant field or Post graduate)

c) Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of beneficiaries, pursuing values of internationally recognized and universal character in a, post-conflict context with a strong respect of local culture and tradition

d) Experiences of strategic programming and planning, field implementation, monitoring and evaluation

e) Excellent written and spoken English

Desirable qualifications

f) Minimum 3 years of livelihood/Economic Recovery programming with refugees and/or IDPs

g) Strong experience in project development and proposal writing

We offer

DRC will offer the successful applicant a six month contract, with high chances of renewal depending on both funding and performance. You must be available to start work as soon as possible. The position is based in Erbil, Iraq.

Safety Environment:

The current security situation in Iraq shifts on a daily basis. However this possition is based in the Kurdistan Region of Iraq, where the security situation is stable with no big restrictions at the moment. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling.
