Title

Consultancy for contributing to a project proposal development and writing to ECHO in Iraq and Kurdistan Region of Iraq

Context

In the context of the Iraqi crisis, COOPI is building an integrated intervention of Child Protection, Education in Emergency and WASH, in partnership with another international NGO; the intervention is addressed to children, youth and families affected by the conflict. A Multi-Purpose Cash Assistance (MPCA) activity will be part of the intervention aiming to involve, responsibilize the local communities and start recovering their livelihoods. The specific locations targeted have to be defined but may be selected in return areas in Iraq and Kurdistan Region of Iraq (KR-I).

The proposal will be actually defined into details together with its relevant key features (sectors, targeted areas, specific objectives, indicators, activities) during an assessment stage which will be conducted together with partners in January, in which the candidate will take part with an active role.

Main Results expected

1. To represent COOPI on the field during the assessment stage while building the proposal;
2. To contribute in conducting and completing the assessment, collecting and organizing the data, reporting the results in synergy and full harmony with the partners and with the COOPI HQ, on quality, on time;
3. To contribute in writing the proposal to be submitted ECHO in synergy with the partners and with the COOPI dedicated offices, on quality, on time.

Activities

1. During the assessment stage, contributing to the check-list/questionnaire to drive the assessment, contribute to the data collection, analysis and reporting broadly in all the sectors in scope of the proposal and specifically in the sector in which COOPI will be directly implementing (WASH);
2. Representing COOPI in possible meetings with the institutional stakeholders aiming to data collection and gaps detailed analysis;
3. Representing COOPI in possible meetings with the donor on the field (e.g. the ECHO TA) taking into consideration that COOPI will lead the proposal towards them;
4. Collaborating with partners to reach the objective of completing the assessment, defining the log-frame of the action;
5. Proposal Writing: producing a detailed and clear proposal structure and proposal plan to fully meet the ECHO HIP 2017 requirements;
6. Review of financials & budget to ensure they are conform to the proposed intervention and ECHO requirements;
7. Collaborating remotely following the guidelines of the COOPI HQ;
8. Building a proficient collaboration with the partners on the field.

 

Main requirements

• Ability and experience in building similar proposals and partnerships;
• Experience and familiar with writing donor proposal specifically ECHO;
• Good track in developing guideline for quality proposal writing, specifically in the sectors mentioned (proven experience in WASH will be an asset).

Outcomes of the Consultancy: A completed, comprehensive proposal (activities and budget, work plan and staffing) in line with the COOPI HQ guidelines (and with the ECHO requirements); report of the mission.

Timeframe: Starting as soon as possible (ideally by 15th January 2017) and completing on 24th February 2017 (submission date of the bid) with the mission divided into two parts: 1) approximately three weeks (to be confirmed) in Erbil, Kurdistan Region of Iraq, for the proposal creation; 2) approximately ten days in the COOPI HQ in Milan, Italy, for the project writing.
