MISSION CONTEXT
The continuing unrest and instability in Syria is increasingly impacting the internal situation of Turkey, host of the largest Syrian refugee population with over 2.733 million registered as of 26/10/2016 (UNHCR), of which 62% reside in the South-East bordering provinces (Hatay, Kilis, Gaziantep, Sanliurfa). While registration under the government protection system is a pre-requisite for refugees to access free-of-charge essential services, it is estimated that unregistered Syrians could increase the refugee population by up to 20%. 90% of refugees live outside of government-run camps, complicating their identification and consequently their access to humanitarian aid. Indeed access barriers persist for refugees, mainly related to language, availability of information and trust in overloaded public services (health and education mainly). Another impediment is that, notwithstanding the considerable involvement from the Government of Turkey, services are not always provided for free, while income generation opportunities for refugees are limited thus jeopardizing their financial capacity to access markets of essential goods and services.
While considerable relief efforts are deployed by Government of Turkey and its humanitarian partners (UN and NGOs) to support refugees with a wide range of services, HI needs assessments conducted from October 2015 to January 2016 identified critical gaps to be addressed in terms of access to livelihoods opportunities and services, notably as far as rehabilitation services and psychosocial support are concerned, for people affected psychologically and/or physically by the crisis and their household.
MISSION DESCRIPTION
HI plans to strengthen its operations in Turkey at short and medium term. The intervention will contribute to mitigate the impact of the Syrian crisis on the most vulnerable people in the Hatay, Gaziantep, Istanbul and Izmir. The most important needs identified related to health and protection will be addressed through three axes: inclusion, center-based global rehabilitation (including physical and functional rehabilitation and mental health and psychosocial support-MHPSS) as well as community based MHPSS, while working with local partners.
HI will base its intervention on supporting partners through center and outreach community based approaches. Through a comprehensive approach, the most affected people will benefit from specialized tailored to their needs from physical and functional rehabilitation to psychosocial support. HI will mitigate the barriers faced by the refugees in their access to these urgent services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility issues etc.
To achieve this goal, HI follows a twin-track approach in inclusive programming, encompassing:
1 – Persons-centered approaches: Interventions aiming at empowering individuals, families or groups in their own capacities therefore not only enabling them to access essential services in emergency settings but as well increasing their capacities to take care of their own self and of one another and to participate in their community.
2 – Environment-based approaches – Inclusion Mainstreaming: Interventions aiming at supporting humanitarian actors and affected communities to address barriers to accessing humanitarian aid faced by the most vulnerable persons.
Under the responsibility of the Head of Desk, you will be in charge of:
- Ensuring the global coordination of the program implemented in the intervention area (may it regards strategic, operational, human, material or financial aspects);
- Representing Handicap International towards authorities, institutional donors and partners;
- Ensuring the security of the staff members, operations and means related to the program in coordination with the field security officer;
- Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise;
- Ensuring application and respect of logistics, accountability and financial procedures;
- Ensuring the operational management of the team placed under your responsibility
- Ensuring the smooth integration of the intervention in the regional strategy.
- Ensuring smooth and regular reporting activities by all member of the mission toward HQ.
