For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
MdM has been active in Iraq since the 80’s in Sulaymaniyah area (Ranya and Qualadiza districts) in various issues such as general and specialized surgery, anesthesia, and access to health care for IDPs and people from remote villages, traditional birth attendants training programs. Then, from 1997 MdM’s missions were conducted, in Baghdad, Mosul and Basra in pediatric surgery contributing to the renewal of techniques and knowledge of the surgical, medical and paramedical personnel. From 2002 to autumn 2004, MdM delegations have been implementing emergency medical activities (medical supplies and equipment) across the country, in Baghdad, Basra, Wassit, Kirkuk and Mosul governorates. Due to the worsening safety conditions MdM delegations left the country in 2004.MdM resumed activities in May 2006 to reinforce the local capacity to establish the foundations for emergency health care services at community level (with a special focus on civilian victims of violence) in ten Iraqi governorates. A mental health project started in 2007 with a workshop on the creation of a mental health manual for Primary Health Care Centers, in cooperation with the MoH of Iraq and the WHO. Then, in December 2008 MdM started an Emergency Medical Technician trainings project (Ninewah, Diyala, Dohuk, Sulaymaniyah, Erbil and Kirkuk). Furthermore, since September 2009 till the end of 2011 MdM-F supported an Iraqi NGO in implementing a program in Diyala, Kirkuk and Baghdad to improve the skills of midwives and traditional birth attendants according to international standards.

In June 2014, regarding the situation of massive displacement people (Syrian Refugees, Iraqi IDPs) in Iraq the past few months, MdM decides to launch an exploratory mission.

Following the result of this evaluation, MdM decided to launch a program targeted the IDPs in the KRI region through the support of Mobile clinics, fixed clinics but also the support to local partners and the Ministry of Health. Since November 2015 MDM support through preventives and curatives PHC activities 2 camps in Dohuk Governorate: Chameskho camp in Zakho district (the largest IDP camp in Iraq, capacity 30 000 people) and Dawodia camp in Amedi district, capacity 6 000 people.

TASKS AND RESPONSIBILITIES:

As a field coordinator, you will:
- Supervise the overall project team and ensure close collaboration between the logistic, medical and administrative departments and good team spirit
-Insure smooth implementation of the project according to project proposal including budget monitoring of activities (multi donors budget of around 2 million euros)
- Direct of supervision: 3 national staff, within a team around of 30 persons
- Develop and maintain an effective field based team, which includes medical and support staff
- Ensure team security and safety and compliance with security regulations
- Assess continuously the humanitarian and security situation in the field and timely inform the general coordinator
- Liaise with relief committees, camp managers and community leaders
- Develop activity in partnership with national NGOs and others local partners
- With the support of Coordination Team is in charge of contingency plan for Nineveh if needed
- Actively Coordinate with the other (I)NGOs, UN agencies, local government bodies and other relevant parties
- Produce monthly reports on project achievements and donor reports as requested.

More specifically:

Base Management:
- Ensure adequate information flow within the different teams
- Oversee and coordinate the general functioning of the base, and all departments / services
- Create/maintain a “team spirit” within the different departments and amongst the staff

Program management:
- Ensure the implementation of the program and its follow-up in its different aspects: logistical, administrative and medical
- Continuously assess the needs & adjust the programmes to the needs in collaboration with the General and Medical Coordinators
- Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff

Logistics/Finance/Administration:
- Ensure familiarity with donor compliance issues, ensuring all projects are compliant with these and MdM procedures
- Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently
- Ensure regular communications are maintained between the different departments and act as a mediator when necessary
- Responsible for accurate budget control and overall responsibility for financial management at the project site in line with project proposals
- Monitor expenditure and budget compliance on a regular basis, report any concerns to the Administrative Coordinator and develop plans to mitigate any under or over expenditure at project level.

Human Resource Management:
- To be responsible for the well-being of all team members; conduct regular team building activities
- Where relevant, contribute to recruitment and selection of national staff
- Responsible for national staff selection, recruitment, and disciplinary and grievance procedures
Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
- Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes
- Carry out appraisals as per MdM standard requirements and procedures
- Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed
- Responsible for capacity building and training of national personnel

Representation:
- Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties
- Participate on a regular basis to all relevant meetings and be collaborative and build a strong relationship with all partners working in the area
- When relevant and with the General Coordinator approval, represent MdM to donors, authorities, NGOs and other parties as necessary

Safety and Security Management:
- Ensure team security and safety in a highly changeable and volatile security environment in collaboration with the coordination team
- Proactively monitor the political, military and security situation in the project areas and update the Logistic Coordinator / General Coordinator accordingly
- Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed with the Coordination Team
- Ensure timely and accurate security / incident reports are sent to the General Coordinator

Reporting:
- To elaborate monthly coordination report with the coordination team
- To ensure regular contacts with General Coordinator
- To contribute to proposals & reports to donors

Expérience

Experience with an international NGO working in emergency contexts, managing programmes, preferably within the health sector.
Previous experience of project planning and budget holding; proposal and report writing.
Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)
Strong leadership skills and a supportive management style (experience managing national and expatriate staff)
Experience of security management at the field site level
Confident and proficient in the use of MS Office
Experience in management of multi projects budgets
Knowledge of Saga is an asset
Ability to work under a minimum of supervision
Willing to live and work in challenging conditions
Reactivity, anticipation, adaptability, capacity to take initiatives
Strong problem solving and organisational skills in day to day and crisis situations
Ability to classify and to manage priorities
