Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. Working in coordination with the humanitarian community, the IRC currently addresses the needs of conflict-affected Iraqis from several operational bases in the region. Our activities have focused primarily on the supply of vital medications, non-food items, water, sanitation and hygiene, and protection monitoring and information dissemination.

SCOPE OF WORK:
The Emergency Environmental Health (EH) Manager is responsible for overseeing the continual assessment and full support to the ongoing environmental health programming in northern Iraq (Kurdish Region of Iraq), specifically Dohuk and neighboring areas. She/ He will provide technical and managerial leadership to the water, sanitation and hygiene program team and ensure all activities are of high quality and respond to immediate needs. The Emergency EH Manager will formally report to the Emergency Response Team Leader with a ‘dotted line’ of management to the Field Coordinator in Dohuk and with technical collaboration with the EH Coordinator in Sulaymaniyah. The position directly manages the EH team based in Dohuk Governorate.

KEY OBJECTIVES:
* Continue (and, as necessary, expand) EH emergency programming in new areas of operations where people have been internally displaced, including ongoing assessment, program design, implementation, and staff management.
* Ensure close cooperation and collaboration with the IRC’s Health, Protection, Economic Recovery/Livelihoods, and Women’s Protection & Empowerment sectors in Dohuk Governorate, which are also part of the emergency response, to guarantee a holistic approach to assistance to the beneficiaries.
* Assure that all IRC projects are implemented in a timely and professional manner, according to objectives, logical framework and established indicators (SPHERE, IRC) and in line with donor requirements and beneficiary needs.
* Ensure that all new EH activities have been discussed and fully approved by the Emergency Response Team Leader and in consultation with the EH Coordinator based in Sulaymaniyah to ensure that there is coherence and standardization of IRC’s EH activities in Iraq.

RESPONSIBILITIES:
* Support the EH team’s implementation activities within the parameters of the public health needs. This will involve assisting the EH Engineers, technicians and Hygiene promotion staff in identifying appropriate designs for implementation; supporting and capacity building the team members
* Ensure that EH engineers, technicians and hygiene promoters work in an integrated way with all program sectors aimed at achieving optimum involvement of and benefit for beneficiaries from IRC’s EH activities.
* In coordination with the other members of the emergency response team, manage agreed monitoring tools and analysis of the impact and effectiveness of all EH activities and the ongoing evolving humanitarian needs.
* Lead in recruitment, training and supervision of all EH program staff. This may involve assisting with setting staffing levels, written action plans, training plans, setting performance objective setting and appraisals. The post will have overall responsibility for EH staff timesheets, work plans, vacation schedules. Ensure that regular EH meetings are held with the EH field teams where the Dohuk EH strategy and technical solutions are shared.
* Ensure that all work is carried out in a way that is sensitive to community needs, protection and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that IRC’s response is in line with the needs of the affected people.
* Ensure that work aims to meet Minimum Standards and adheres to IRC’s emergency guidelines and protocols.
* Ensure appropriate and timely spending of EH budget lines to achieve targets, grant reporting contributions, use and distribution of supplies and resources.
* Contribute to regular reports, including internal weekly reports and indicator tracking, donor reports, adhering to IRC reporting formats.
* Actively participate in coordination for all emergency EH/WASH work, including formal and informal clusters/coordination meetings, with UN, local and international NGOs, and government authorities. Prepare notes from these meetings for circulation to emergency response team and senior management.
* Provide inputs, when appropriate, to the EH strateg for Dohuk governorate activities ensuring that the WASH activities are fully integrated and where possible are also integrated with medical as well as protection activities.
* Lead in EH needs and technical assessments in new areas and support the team in regularly updating the public health situation of communities affected by the ongoing emergency, this includes both host and displaced people. Ensure that all EH assessment results and analysis are shared with the Emergency Response Team Leader and the Dohuk Field Coordinator.
* On the basis of the EH needs assessment and in line with the Dohuk EH Strategy, design and seek approval before commencing community based EH program activities.
* Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to Dohuk Field Coordinator as well as liaising with community leaders and other external parties as required to maintain/enhance the security environment for EH interventions.

The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

REQUIREMENTS:
* The post holder should have at least four years practical experience in developing countries in different settings of refugees/displaced people, flooding environment and community public health programs and knowledge of appropriate ways of tackling public health problems. Some of this time should have been in emergency relief programs. Knowledge of the dynamics of the East African context is desirable
* Experience and understanding of community mobilization approaches in relation to water, sanitation and public health promotion
* Experience and skills in the use of appropriate tools for dissemination of key hygiene messages
* Understanding of international public health issues in the development and relief sector
* Sensitivity to the needs and priorities of disadvantaged populations
* Knowledge and recognized qualification in public health, with good understanding of public health promotion, environmental sanitation and camp/ community water supply & sanitation systems and shelter
* Strong team building and leadership skills and flexibility to work in different environmental context
* Demonstrated experience of integrating gender and diversity issues into public health promotion
* Assessment, analytical and planning skills
* Good oral and written reporting skills
* Diplomacy, tact and negotiating skills
* Training/counterpart development skills
* Personnel management skills
* Ability to work well under pressure and in response to changing needs
* Ability to travel and to work in difficult circumstances
* Good written and spoken English is essential

SECURITY SITUATION/HOUSING:
The security level is yellow in Dohuk, other parts of the country are orange, or red if clashes are ongoing. The majority security concern is the presence of armed men across the spectrum of regular armed forces, volunteer militias and armed opposition groups. Staff in Iraq must comply with all IRC security policies and procedures applicable to international staff. Shared housing in a guest house will be provided. The position is unaccompanied.
