SOLIDARITES INTERNATIONAL (SI) is a non-profit, non-religious, non-political organization, aiming to save lives and reduce suffering for vulnerable populations in emergency, transitional and development situations. SI currently runs 19 missions for a budget of approximately € 70.3 million, much of which is provided under the different auspices of the European Union, including ECHO and EuropeAid, DFID, OFDA, UN agencies (mainly UNICEF and WFP), the DAH (French cooperation - Délégation à l’Action Humanitaire), the CDC (Centre de Crise) and the CIAA (Comite Inter-ministériel de l’Aide Alimentaire).

SI is looking for a Country Director heading the exploratory mission in Ukraine

RESPONSIBILITY

  • The Head of Mission is the SI official representative in the country.
  • S/He is in charge of the smooth operation of all mission activities.
  • S/He is responsible for the safety and security of all staff and assets on the mission.
  • S/He proposes mission strategies, according to the geopolitical and humanitarian context and ensures implementation once it has been validated.
  • S/He monitors projects, ensuring that they progress in accordance with the SI Charter and Code of Ethics and Conduct and comply with internal and contractual regulations.
  • S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources.
  • S/He oversees the overall coordination of the teams and operations.
  • S/He is the direct liaison for SI HQ.
    Objectives of the mission:

Timeframe 1:

  • Set SI as a new potential humanitarian actor towards Ukrainian authorities, donors and key INGOS/UN/IOs.
  • Identify the main geographical areas of FSL/WaSH/Shelter-related gaps of needs coverage and their access constraints. Based on solutions as how to overcome these constraints, shortlist the areas that could be accessed by SI.
  • Analysis the availability of skilled local HR and hire the local staff team required to run the exploratory mission.

Timeframe 2:

  • Define an access plan to one dedicated area (security rules, external supports or partners, rear base, team, material, contact list, set of specific objectives, …).
  • Upon validation by HQ, implement the access plan.
  • Undertake a detailed need assessment.
  • Back into the rear base, develop a Concept Note for intervention.
  • Share the Concept Note with relevant stakeholders.

PROFILE

Experience:

  • Masters’ degree or equivalent in law, political science, international organization management or project management or a relevant field
  • 4-5 years of professional experience, in the humanitarian environment
  • Minimum of 2 years of experience as Country Director or equivalent, developing and managing relief programs (conflict and post-conflict settings), with specific skills in security management, strategic planning, external representation, assessment, program design and development, and monitoring and evaluation

Skills:

  • Significant knowledge and experience of grant writing and management for major institutional donors
  • Ability, acquired through experience, to professionally and appropriately represent the organization and negotiate and defend SI’s interests with a diverse range of government officials, departments and ministries, civil society organizations, and other international organizations
  • Excellent communication and diplomacy, organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time

Language:

  • Fluent English (written, spoken and read), and a good Russian or Ukrainian level is an advantage.

IT:

  • Computer literacy with very good command of MS Office Suite.

CONDITIONS:

Salaried post: According to experience from 2300 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
