SI’s intervention and strategy in the country is to target the primary needs of crisis affected people in terms of food, water, hygiene, sanitation and shelter whilst working in parallel on mid to long term resilience strategies.

As of early 2015, SI is implementing 2 WASH projects in Cox Bazar (CXB south west of the country) and aim of re-openning its South west base with an Echo funded project : Towards resilient livelihood and Climate Change Adaptation in Sathkira district.

Further in 2015 the strategic axes of SI in Bangladesh are to:

1 - Improve access to WaSH services for vulnerable populations in CXB

2- Improving resilient livelihoods and food security to limit the impacts of recurrent crises and climate change on the population of natural disaster affected in Satkhira

3- Maintaining a humanitarian presence,question, analyze and potentially advocate about the emergency responses provided in the immediate aftermath of a disaster to the affected populations in our 3 sectors WASH, FS and SHELTER

RESPONSIBILITIES

The Program Launcher (PL) will be in charge of the inception phase of the ECHO- resilient Livelihoods program in Satkhira. He/she will design the tools and methodologies required for its implementation.
He/she guarantees the proper start-up of the program, including the set-up of a work plan, an efficient monitoring system and the design of each activity.
He/she is in charge of building the capacity of the National Program Manager, providing him with all the training and tools needed to supervise the operational team.
In a period of 1 month, the Program Launcher will create capacities at team level to manage this program. In close coordination with the PM and coordination team the Program Launcher will enhance the first activities.The FSL Program Launcher position is new in Satkhira. It was created to support the national Program Manager in launching the program with adequate tools and capacity building.

The major challenges for this position are:

  • Recruit and train a team in FSL and most particularly the Program Manager and Deputy Program Manager
  • Design and follow a specific training plan for the Program Manager in order for him/her to cover the Program Manager position by the end of the period: project and team management, SI and donors procedures, planning, monitoring, etc.
  • Design the targeting, implementation and monitoring methodologies for CFW and livelihoods activities, in coordination with the communities and other major actors of the area.
  • Provide technical support for the establishment and use of updated planning, monitoring and reporting tools. Provide capacity building for the National Program Manager.
  • Launch the implementation of the first activities of the project.

PROFILE

Education:Bachelor degree in agriculture, food security, rural development or related field and at least 3 years proven experience in program management in food security and livelihoods sector.

Experience:Minimum of 3 years of international experience, preferably in emergency or humanitarian contexts; experience in sensitive environments (post-conflict, conflict), IDP/refugee camp experience is an added value.

Technical skills and knowledge: Knowledge in program and team management, food security and livelihood approaches and methodologies in early recovery context;

Transferable skills:Experience in training team. Significant importance on capacity building for this position as the expatriate position is only temporary and aims at strengthening the capacities of the national Program Manager and his team for the transfer of the responsibilities.

Languages:Good English command (spoken and written) essential;

Other desirable qualities:Sense of autonomy, initiative, diplomacy. Asian experience valued. CONDITIONS:

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 450 USD.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
