Handicap International is an independent and impartial aid and development organization working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Present in more than 55 countries, Handicap International is composed of 2 operational directions:
- The Direction of Humanitarian Action
- The Direction of Development Action

Through HAD, the organization is committed to:
- Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;
- Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs;
- Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
MISSION CONTEXT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs.
Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI Syria crisis response is implemented from 3 operational hubs and articulated around four main pillars:
1. Provision of accessible comprehensive rehabilitation services ;
2. Emergency response to address immediate needs through reinforcement of access to basic items;
3. Education to the risks and effects caused by conventional weapons (including mines, ERWs and Small Arms Light Weapons);
4. Inclusion component aiming at inclusion of vulnerable groups by other actors.

Activities are implemented through remote partnerships and through remote management of HI field teams. HI is currently looking to create a fourth hub and launch a humanitarian program in the North-East with direct implementation and / or partnership modalities.

 

MAIN RESPONSABILITIES OF THE EXPATRIATE
Under the responsibility of the Head of Mission, and in collaboration with HI’s Iraq mission in Erbil, he/she will be in charge of leading the establishment of HI and the programme strategy development in the intervention area.

REPRESENTATION (HUB LEVEL)
- Develop an extensive and diversified network for context follow up
- Act as the main interlocutor of Handicap International towards local partners, authorities, and other (I)NGOs in your area of responsibility
- Participate actively to coordination and information meetings

STRATEGY DEVELOPMENT
- Lead the definition of the specific strategy in the area and contribute to the definition of HI Country Operational Framework
- Lead and/or organize surveys and need assessments
- Support the identification of opportunities for development of partnerships
- Lead the initial drafting of project proposals and reports

PROGRAM SUPERVISION AND MONITORING
- Ensure projects are in line with HI policies and mandate/ Ensure the coherence and the homogeneity of all projects
- Supervise and provide guidance to the Project Managers at hub level
- Contribute to the edition of projects monitoring framework and ensure their implementation at hub level

SUPPORT SERVICES SUPERVISION
- Guarantee the respect of applicable logistics and administrative procedures
- Have overall responsibility for the correct management and follow up of the budget
- Have overall responsibility for the transparency of procurement and utilisation of all materials and equipment
- Have overall responsibility for the strict application and respect of HI’s General Terms and Conditions of engagement
- Perform regular and random checks on the respect of compliance to HI logistics, administration, financial and human resources régulations

SECURITY MANAGEMENT
- Contribute to the overall analysis of the country’s political, military and humanitarian context through continuous and close monitoring
- As Security Focal Point for HI, contribute to the definition of Security Framework at hub level and ensure this Framework is known, understood and implemented by team under his/her management.

TEAM MANAGEMENT
- Ensure a good communication, coordination, and information- sharing with each team member
- Define and follow, with each staff under direct line management, Individual Action Plan (IAP) and the timeframe to achieve the desired objectives

COMMUNICATION, ADVOCACY AND CONFIDENTIALITY
- Contribute to the definition of the communication strategy, the advocacy strategy and the confidentiality policy for the mission
- Ensure the implementation of HI’s communication strategy at hub level
- Ensure strict implementation of the confidentiality policy

REPORTING
- Ensure the preparation of internal memos, minutes of meetings and/or reports by team members
- Provide Head of Mission with monthly SitRep
- Provide informal operational updates to field-based institutional donor when requested

 

SPECIFICITY

- Living conditions: guesthouse shared with other expatriates (no charges)
- Travel: this is a mobile position. He/she should expect to spend around 80% of working time in the intervention areas and 20% of working time in Iraq. In addition, he/she will make punctual visits to Amman and other capitals in the region for coordination meetings and workshops.
- Security conditions: medium to high level of insecurity in the intervention areas. Low level of insecurity in Iraq.

Langues parlées

- Fluency in oral and written English is compulsory
- Arabic and/or Kurdish skills are a strong asset
