About the role: This is a 12 month, replacement role with unaccompanied terms based in Ombella M’Poko prefecture of CAR with a salary of Grade 4 €35,981 - €39,979

Under the line management of the Country Director, the Area Coordinator will be responsible for the overall management of programmes in Ombella M’poko and Lobaye, including a field base in Ombella M’Poko and a sub-office in Lobaye, in the Central African Republic.

Your purpose: You will coordinate the effective and professional management of Concerns multi-sectoral programmes in Lobaye and Ombella M’Poko Prefecture including strategic, budget and implementation oversight, ensuring administration, human resources, finance and logistics can effectively support programme implementation. As Area Coordinator you will be responsible for organisation representation at various forums, line managing Programme Managers and field based support staff, and ensure appropriate Community Response Mechanism (CRM) and security protocols are in place.

You will be responsible for:

Programme Development & Implementation:

  • Ensure quality implementation and coordination of Concerns programmes including WASH, Health/Nutrition and Livelihoods, as well as any Emergency programme should it arise;
  • Ensure implementation of all projects and programmes in line with strategy, budget, work-plans, results & monitoring frameworks, procurement plans etc.
  • Responsible for general programme activities such as programme start-up and launch, planning, evaluation etc.
  • Provide leadership for the 5-year Irish Aid Programme Funding (IAPF-II) programme
  • Plan and coordinate all field assessments and surveys ensuring they are compliant with Concern policies.
  • Coordinate the team in the development and submission of concept notes, proposals and reports in collaboration with the Programme Director
  • In liaison with the Programme Director, ensure that an effective M&E system is in place in the project with particular focus on measurement of results (at the outputs and outcomes level) as defined and established in our results frameworks.
  • Ensure monitoring and evaluation of all project components within the agreed budgets, time frames and donor guidelines & requirements.
  • Analyse and resolve issues in a timely manner that have the potential to jeopardize performance and/or ability to meet agreed upon programme deliverables.
  • Liaise with other INGOs, LNGOs, local and religious authorities, administrative authorities, armed actors including MINUSCA and other relevant stakeholders for effective coordination, cooperation and communication for mutual understanding and acceptance of Concern’s mandate, activities and objectives, project progress and implementation.
  • Identify local needs/issues and recommend appropriate adjustments & course corrections to planned interventions
  • Liaise with and brief Country Director on programmes and situational context on a regular basis.

Reporting:

  • Ensure timely completion of programme/field components of internal and donor reports and related documentation adhering to Concern Worldwide standards and requirements of contracts.
  • Responsible for monthly report from the field to the Programmes Director and Country Director.

P4, Code of Conduct and Complaints Response Mechanism

  • Ensure the full implementation of all aspects of P4 and CoC and report violations to the SD and CD
  • Lead the CRM process for Ombella M’poko and Lobaye including assuring that CRM is in place in the community and at the field offices and that the CRM committee meets and reports monthly as per agreed CRM guidelines
  • Support the SMT in CRM investigations as requiredFinance& Logistics:
  • Overall responsibility for the integrity of the Bossembélé base and programme finance systems and ensuring strict adherence to Concern’s Financial Policy and Procedures.
  • Serve as a budget supervisor for the programme implementation budgets once approved, and as a budget holder for systems budgets
  • Monitor budget expenditure providing monthly feedback and prepare budget submissions/revisions when requested.
  • Prepare monthly cash forecasts and coordinate cash transfers; responsible for safe management
  • Ensure that all logistics procedures are in place and adhered to, and support the field logistician (or logistics assistant and storekeeper in his/her absence) to understand and implement correct procedures
  • In collaboration with the Field Logistician, ensure that asset registers are maintained and up to date and that stock controls are in place and adhered to.

Human Resources and Administration:

  • Lead, manage and motivate the team ensuring that staff directly line managed have clear objectives, works plans and receiving meaningful and regular feedback on their performance; ensure the same is done for the overall team
  • Assist with the recruitment of local staff including the development of JDs and liaison with HR for supporting the recruitment process.
  • Identify professional development opportunities for staff in collaboration with the Country Director and HR Department.
  • Ensure all Concern policies and guidelines are adhered to by staff and local partners e.g. Programme Participant Protection Policy, Equality, Anti-Fraud Policy and Accountability standards.

Security:

  • Monitor and report on the security status in the project area to Country Director.
  • Report any serious incidents to the SD and CD immediately, with proposal for further actions
  • Track security incidents in the project areas and submit incident reports of a high quality in a timely manner; ensure appropriate follow-up and closure of incidents
  • Ensure the full implementation of and compliance with the Security Management Plan, all SOPs including monitoring of movement in the field, and that the local Security Focal Group is functioning.

Other:

  • Serve as focal point for NGOs in Bossembele, and lead quarterly meetings with minutes shared
  • Ensure that the Core Humanitarian Standards work plan is actioned
  • Ensure that recommendations from advisor visits, audits etc. are actioned and carried out according to timelines
  • Provide leadership for team activities including International Women’s Day, World AIDS Day etc.
  • As a commitment to our humanitarian mandate the Area Coordinator will also be responsible for the implementation of any emergency response.
  • Any other related duties as assigned by the CD or his/ her representatives.

Qualité du candidat

Your skills and experience will include:

Essential:

  • Bachelor’s Degree in relevant field.
  • At least 2 years’ overseas experience in project management of humanitarian programmes
  • Strong security management skills and experience
  • Fluent oral and written French and working-level English language skills.
  • Demonstrated ability to write concept notes and reports as required by donors and for internal use
  • Cross cultural awareness and sensitivity.
  • Strong interpersonal, motivational, communication and coordination skills.
  • Ability to work under pressure and to strict deadlines.
  • Good coaching, facilitation and capacity-building skills.
  • Empathy with Concern’s goals and a commitment to capacity building, accountability, participation and gender equality.

 

 

Desirable:

  • Previous experience of working with Concern Worldwide.
  • Previous experience in Central African Republic.
  • Previous experience managing a field base
