Present in more than 55 countries, Handicap International is composed of 2 operational directions:

  • The Direction of Humanitarian Action
  • The Direction of Development Action

Through HAD, the organization is committed to:

  • Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;
  • Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs;
  • Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

 

 

MISSION CONTEXT

Yemen has been for long the poorest country in the Arab world. After the Arab Spring the humanitarian crises have intensified as one of the major humanitarian crises of the moment since 2012 with almost half of the population being food insecure. This has created an increasing unrest among the population and discontentment with the government.

During the summer of 2014 the Shia minority group, called Houthis has somehow taken control of several important cities, among them the capital Sana’a. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the Eastern parts of the country) are fighting Houthis and other groups.

In January, the Houthis did overthrow the President Hadi and its government. Since end of March, an international coalition of countries led by Saudi Arabia allied with the President overthrown in January and in exile in Saudi, has launched a military campaign against the advances of the Houthis in the country. So far the war has not seen any significant domination or win by one side or the other.

 

 

HI STRATEGY IN YEMEN

HI is working to ensure support to Conventional Weapons (CW) victims and improve access to urgent rehabilitation services in two governorates, Aden and Abyan. The project has three main components:

  • Provision of direct assistance to CW victims, burn victims and PwDs to respond to their immediate and recovery needs.
  • Capacity development and assistance to two key health service providers to deliver quality and comprehensive rehabilitation services to CW victims and PwDs.
  • Information and mobilisation of key local, national and international stakeholders to build a more coordinated response to the needs of CW victims and PwDs.

 

 

MAIN RESPONSABILITIES OF THE EXPATRIATE

Under the direct responsibility and support of the Head of Mission, you will be responsible for:

  • Ensure that local legislation is respected and that a legal framework is established
  • Maintain and develop the administrative organisation and operating framework
  • Ensure the good use of funds according to HI and donor guidelines
  • Centralize the accountancy, control all the budget affectation end ensure financial follow up of programs
  • Ensure proper human resources management: development of HR policy, tools and process; support staff development and skills etc.
  • In charge of negotiation and relationship with local and administrative authorities
  • Responsible of financial and HR reporting to the headquarter on monthly basis

  • English mandatory (oral and written) ; Arabic is an asset

  • Strong communication and reporting skills

  • Previous experience in a conflict zone is an asset
