For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

In 2014, MdM decided to start a program targeted the IDPs in the KRI region through the support of Mobile clinics, fixed Health Units but also the support to local partners and the Ministry of Health.

Since November 2015 MDM supports through preventives and curatives Primary Health Care (PHC) and Mental health and Psychological Support (MHPSS) activities in 2 camps in Dohuk Governorate. Since March 2016, MdM is running mobile clinics for a PHC & MHPSS care in the newly liberated areas of Sinjar District particularly in Borek village. In August 2016 MDM made an assessment in Ninewah Governorate in order to support health services in two districts (TelAfar and TelKaif). In Tel Kaif district the MDM health unit is already active in Kalata Farhan and Bozan villages but due to the security situation in Tel Afar district (Al Amlah and Bezuna villages) the two mobile clinics are not yet regular. In Kirkuk governorate, two mobile clinics (Khalobaziani and Badawa) have been launched in July 2015; while a third one started in April 2016 (Al Abadi) and a fourth in July 2016 (Al Mansiya).

Beside MDM health units intervene in Nazrawa camp (Kirkouk district) since November 2015 and in Daquq camp (Daquq District) since October 2016.

The activities in both Dohuk and Kirkuk Governorates are based on Basic Package of Health Services including sexual and reproductive health within the primary health care, mental health and psychosocial support, health promotion.

 

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you will be responsible for the overall management of administrative, financial, accounting, and budgetary monitoring of the projects in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission in the respect of MdM and donors’ guidelines.

You will directly supervise 1 administrator officer, and 1 administrator assistant in Erbil, and support FieldCo and their administrative officers such as 1 administrative officer in Dohuk, and 1 administrator officer in Kirkouk.

You will work closely with the human resources (HR) coordinator and HR officer.

You will support and ensure close relationship with the logistic coordinator and with the deputy general coordinator.

You will work very closely with the regional financial coordinator as well as the finances control officer at HQ level through regular communication, validation process and regular budget analysis.

 

 

 

More precisely, you will be in charge of:

- The administrative management and legal framework

You will develop and update the lawyer contract for any issues or in order to prevent issues or related to MDM formalities in the country and with approval of general coordinator

You will work with lawyer, HQ and general coordination on all issues linked to registrations in KRI & Iraq

You will make arrival and departure briefings about the administrative aspects

You will supervise the framework writings of the various contracts (rental contracts, service providers…)

- The financial management

You will implement the administrative and financial procedures and guidelines

You will provide financial support to field coordinators on the projects (budget forecast, etc.)

You will ensure compliance of all financial procedures with MdM and donors guidelines and provide support to the logistic and programme departments in terms of donor requirements

You will prepare, organise and supervises audits at field level, with the support of the regional financial coordinator

You will prepare annual and donor budgets in coordination with the teams (Logistic, HR and Programs)

You will ensure appropriate follow-up of the current funding plan, as well as MdM commitments to donors

You will monitor overall budget consumption with respect to donors’ constraints creates and updates regularly allocation board and alert the general coordinator as well the relevant coordinator

- The accountancy and accounting

You will be the person in charge for the respect of accountancy and accounting process

You will assess the needs for the projects for the coming month and submit fund requests to Regional Office / HQ

You will organise and supervises all aspects of cash flow including security of cash, ensures sufficient separation of responsibility and level of control over transactions

You will ensure preparation of external or internal audit.

- The team management

You will supervise the overall recruitment of the administrative and finance department staff

You will organize administrative & financial training adapted to staffs and their level of responsibility

You will propose disciplinary measures when appropriate

-The communication, reporting, capitalization

You will liaise with International NGO finance directors in-country

You will contribute actively to program meetings supervised by the deputy general coordinator

You will provide regular reporting on your activities to your line-manager upon his solicitation (coordination meeting, bilateral meeting, etc.);

SKILLS AND EXPERIENCE NEEDED:

 

Diploma in finance or accountancy management
Experience of 2 years minimum in a similar position with a NGO is required (with MDM is an asset)
Working experience with donors Budgets (International Cooperations, OCHA and/or ECHO)
Knowledge of SAGA
Excellent computer skills in Excel particularly
Working Experience in Middle East is an asset
Organisational skills, rigor, detail oriented
Reactivity, anticipation, adaptability, capacity to take initiatives
Ability to provide training
Supervision skills is required
Ability to work under stressful situation
Strong interpersonal and intercultural skills
Be a communication person
Capacity to work and to live in tense conditions

Languages: English fluent, Arabic / Turkish added value, french added value
