Solidarités International has been active in Thailand since 2007, conducting water and sanitation and food security & Livelihoods projects in camps housing refugees from neighbouring Burma. SI has 1 current project: – 1 PRM project (11 PR 1281): This project consists of WASH, Food Security and Environmental protection activities inside Mae La camp, in the surrounding Thai villages, and a support for CBO’s in emergency situation and for capacity building. Total amount: 852,000 USD (August 2014-July 2015) – SI has submitted to PRM a continuation of this project for the next 3 years with scalable objectives and similar budgets. The validation of the 1st year (August 2015) of this submission is ongoing. The 2 other years will be discussed year after year, in line with the contexts situation in Thailand and Myanmar.

RESPONSIBILITIES

The program coordinator contributes to the development of Solidarités International strategy by proposing sector-based strategies for all the activities in the country.

He/she is the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and the needs of the population.

He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in Thailand.

He/she contributes to the capitalization process and the improvement of Solidarités International methods and techniques.

In accordance with mission’s strategy, this position will evolve on Field Coordinator position during/at the end of the next year project (01/08/2015 to 31/07/2016). In link with this evolution, a new Job Description will be proposed in this time.

PROFILE

Education:Master of Science, Engineering degree or equivalent, in a field related to Water, Sanitation and Hygiene: Hydraulics, Hydrology, Hydro-geology, Water Management, Civil Engineering, Environmental Science, Public Health.

Experience:

  • Minimum 3 years of experience in humanitarian work abroad in the field of Water, Sanitation in Hygiene and Project Management,
  • Experience in donors reporting and proposal writing, external representation,
  • Experience in community mobilisation and participatory techniques that contribute to behaviour change in terms of hygiene practices,
  • Experience in food security/livelihoods project is an added value,
  • Ability to manage high education teams,

Technical skills and knowledge:

  • Knowledge of WASH & Food Security project management,
  • Knowledge of and previous experience in project cycle management,
  • Knowledge of humanitarian actors, especially donors (and donors’ rules) such as BPRM, UE…
  • Well-developed skills and approaches to working in cross-cultural settings and strong awareness of gender and environmental issues,
  • Good computer skills (Microsoft office package, internet, hydraulic software, AutoCAD, GIS).

Languages:Fluent in English (written, spoken, read). French, Thai or Burmese will be appreciated

Other desirable qualities:

  • Leadership skills (As Mae Sot program team is highly skilled, team management is a competence required for this position),
  • Training skills,
  • Strongly supportive and result-oriented,
  • Excellent interpersonal and communication skills, with strong convincing skills

CONDITIONS

Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 350 EUR. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. – Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
