SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors.

SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. 2013 has been an extremely challenging year due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The political and security events that occurred in Juba on Dec 15th, 2013 and what can now be considered as a civil war that started have dramatically changed the situation and downsized the mission. The mission budget for 2015 is forecasted to be around 6 M€, with 2 operational bases: Malakal (Upper Nile State) and Juba (Central Equatoria State) + the coordination team in capital. The team consists of around 23 expats and 120 national staff.

Regarding WaSH program, the mission is implementing WaSH intervention in Wau Shilluk, Malakal and Juba in IDP sites.

South Sudan is facing structural and chronical issues that need to be addressed in a comprehensive WaSH response. The main priorities for 2015 will be:

– Follow up on the implementation of the current program, with a specific look on quality of the implementation:

  • Malakal feacal sludge treatment unit
  • Wau Shilluk water management committees
  • Ongoing maintenance of WaSH emergency installations
  • Support of the WaSH PM in finding solutions to the different challenging they are facing on the field
  • UNHouse strategy

– Preparedness and response to a potential cholera outbreack

– Definition of the WaSH strategy for SI in link with :

  • The evolution of the context regarding stability but also regarding the decisions of the humanitarian community and the eventual return of IDPs
  • SI’s capacities and needs analysis

– Capitalization of the one year emergency response done by SI
– Support the Dep HoM in the different proposal that will be submitted

RESPONSIBILITIES

  • The WASH coordinator, as technical advisor of the mission, contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of Water supply, Sanitation and HP.
  • He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of WASH activities and general SI objectives to the needs of the local populations.
  • He/she coordinates the project cycle and more particularly the operational monitoring of WASH programs implemented in the intervention country.
  • He/she contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of WASH.

PROFILE

  • University degree in a relevant field such as engineering, hydraulics, water network management,  or similar field;
  • At least, 2 years of project management experience in cross-cultural relief and development projects in WASH sector
  • Experience in developing WASH programs and writing emergency relief and/or early recovery proposals for external donors (particularly ECHO, UN agencies, OFDA)
  • Ability to network and build beneficial professional relationships with donor and partner organisations
  • Field experience in countries in conflict/post-conflict situation
  • Experience in implementing emergency humanitarian programs
  • Management experience (expatriate + national teams)
  • Previous experience on DRR is a advantage
  • Previous experience with Solidarités International is an advantage
  • Previous experience in South Sudan is an advantage
  • Experience with and/ or willingness to understand monitoring and evaluation systems and methodologies

Technical skills:

  • Ability to provide technical support according to the projects and challenges
  • Knowledge of emergency/post-emergency WASH strategies
  • Knowledge of the role of NGOs/UN agencies/peace-keeping missions and their specific mandates
  • Expertise in initial assessment tools in acute emergency situations
  • Editorial skills, ability to summarize information: numerous reports (weekly reports, initial assessment reports and monitoring reports for external circulation).
  • Computer literacy with command MS Office Suite; Knowledge of GIS software is desirable
  • Excellent oral and written communication skills

Language: Fluent writing and spoken English (reports written in English), Knowledge of Arabic is an asset

Other criteria:

  • Self-starter with strong research, analysis, and critical thinking skills
  • Keen interest in humanitarian strategy analysis, especially on WASH
  • Very motivated by challenges
  • Adherence to restrictive security and behavioural regulations
  • Responsive flexible and dynamic

CONDITIONS

Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. – Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. – Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
