RESPONSIBILITIES

The Basic Assistance & Livelihoods (BA&L) Coordinator contributes to the development of SI strategy by supporting identification of uncovered needs, proposing of a sector-based strategy, overseeing the quality of the Basic Assistance, Outreach and Multi-purpose cash transfer Programs implemented by the mission and supporting the development of Livelihoods activities. This role encompasses a very strong component of coordination with other stakeholders (Consortiums, INGOs, UNHCR, WFP) to align in terms of operational set up and tools used, and refer to a common targeting of beneficiaries. Thus, the BA&L Coordinator ensures SI representation and active contribution to the Basic Assistance, Food Security and Livelihoods working groups, and reports on SI interventions.

He/she specifically guarantees the relevance, quality and suitability of proposed technical approaches and ensures harmonization with other actors.

He/She contributes to the process of institutional knowledge building and the improvement of SI methods and techniques.

He/She builds up the technical skills of the program team in his sectors.

Objectives:

The newly appointed Basic Assistance and Livelihoods Coordinator (BAL Coo) will take over from the current FSL Coordinator that has been supporting the implementation of the Lebanese Cash Consortium and the design of SI strategy for Livelihoods, through the launching of a Livelihoods Consortium and the writing of concept notes.

The BAL Co will be responsible for pursuing this coordination work at national level for following up with SI’s current Multi-Purpose Cash activities and for overseeing the launching of the Livelihoods Consortium. Those projects aim at contributing to address the basic needs of the most vulnerable Syrian refugees in Tripoli and the region. He/ She will liaise with other cash/FSL actors to ensure SI’s project is in line with sectors recommendations.

The main objectives of the post entail but are not limited to:

  • Closely participate in the implementation of the Lebanese Cash Consortium (LCC) activities, and contribute to its development;
  • Provide technical support to the Basic Assistance Department in Tripoli;
  • Thoroughly contribute in the development of Livelihoods projects;
  • Continuously coordinate with other cash/FSL actors, FAO, UNHCR and WFP to contribute to designing common tools, assistance packages, operational set up and Data management;
  • Oversee the quality of the programs to ensure proper and robust data management, to facilitate smooth implementation and implement a proper M&E system;
  • Make recommendations for expanding the Multi-Purpose Cash Assistance or any other livelihoods intervention that SI could develop to respond to the needs of the most vulnerable Syrian refugees.

PROFILE

Education:

  • Bachelor/Master Degree in economy, agriculture, humanitarian project management, local development (desirable but can be balanced by experience)

Experience:

  • Minimum 3 years’ experience with INGO specialized in humanitarian assistance;
  • Significant experience in a Cash Transfer Programing and implementation of Livelihoods activities is required;
  • Experience in representing an organization in strategic and operational meetings is required ;
  • Experience in team management and capacity building;
  • Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency responses;

Languages:

  • Fluent English: speaking, reading and writing skills
  • French is an asset

Other:

  • Commitment to the fundamental principles of Solidarités International charter and ethos

CONDITIONS

Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 750 USD. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. – Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. – Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
