ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Today, the ACTED Amman is the Regional Coordination Office for MENA region. Through the Regional Office, it supports civil society development through a regional program across Jordan, Palestinian Territories, Egypt, Tunisia, and Libya. In addition, the Regional Coordination Office provides support to the MENA region, including operations in Iraq, Turkey, Lebanon, Yemen, as well as those mentioned earlier. This provides the support for the Syrian refugee crisis being responded to across the region.
ACTED Jordan has expanded recently to support the Syrian refugees being hosted both in the communities and four refugee camps. In Za’atari camp where there are approximately 120,000 refugees, ACTED is providing water supply, solid waste management and hygiene promotion; in Azraq with a potential for 130,000 refugees, ACTED is providing water supply, solid and water waste management, hygiene promotion, and food distributions. Moreover, in the host communities ACTED is supporting individual vulnerable households as well as whole communities through WASH, Shelter, cash, NFI, and other interventions. ACTED is also a partner of REACH, that provides information management support to working groups and sectors nationally.
III. Position Profile
The Program Manager will contribute to the development of his project, which is a constitutive part of the country strategy, and subsequently manage its implementation.
The PM Distribution will be in charge of:
-Participating in an initial assessment to determine the most vulnerable among the refugees and design targeted distribution strategies for them
-Supervising the provision of NFIs and food items to the refugees
-Preparing the distribution sites
-Supervising the distribution
-Overseeing the post distribution process
-Writing the lessons learned
More generally, the program manager is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors.
More generally, communicate systematically to the relevant Country Director or Programme Coordinator on project progress and planning.
Coordinate all activities under the initiative, both at the CO and Sub-Office levels
Lead the design of vouchers and cash transfer programmes
Oversee the implementation and evaluation of vouchers and cash transfers
Interact with enterprises providing cash transfers services, and draft partnerships
Ensure that financial, programming and reporting requirements for vouchers and cash operations are met, in consultation with appropriate units
Provide guidance to Project Coordinators and partners on distribution, in line with relevant processes
Contribute to the production of guidance and outreach materials as appropriate
Oversee partners’ performance in compliance with agreements and contracts
Promote, coordinate and participate in capacity-building initiatives for ACTED and partners staff
Liaise with implementing partners, donors, evaluation team and other actors on issues related to cash/voucher transfers
Participate in meetings and events related to the initiative, both at the country and regional levels
Organise and lead project coordination meetings;
Prepare and follow work plans with each project member;
Ensure a positive working environment and good team dynamics (solve out potential conflicts);
Promote team working conditions in the limit of private life;
Communicate such information to the Country Director or Area Coordinator, to Regional Support Offices and to HQ Reporting Department.
